I think that, whilst there has clearly been a lot of effort put into this skin, it needs a bit of improvement. The eye decal, which, presumably, is meant to be the area people focus on, is rather hard to see due to the purple background it is on. If the cyan on the background is moved up and towards the eye (so the eye is highlighted by the cyan background), the eye will be more noticable, and I think that this would improve the skin drastically.

Overall, this skin looks like it has potential to be added. However, I just feel that making the eye more eye-catching will siginificantly improve this skin.
