I got some bad news. The Raptor spy is taken down by the author.

The Bird Head you just have to bonemerge to medic's head. but i recommend you to install Cosmetic Faceposer Fix(Made buy the guy who made advanced particle attacher). so you can facepose the cosmetic(Only Works on Non-hwm Medic)
