For soundtracks the main point is to get a track list, and find all those tracks on youtube. ;)
And to sort out which tracks to use in case the request is not for the complete one, but a selection of the most fitting tracks.
Sure - upload times can also be a limit (and indeed around ~50% of my AoE2-Time is from uploading content) - but I can do something else in the meanwhile...
So it's mostly a time thing here. An important one though - that's the reason why several of them do stay on my list of requests for quite a time before they are done.
So - in general the 'it's nice for relaxing' point I mentioned is the major limit for me. I just stop if it starts to feel like work and pause. ;)
This can cause delays - but it also helps me to keep motivated in general - and modding is a hobby in the end, done in my free time, so why treat it like work?
Graphics started for I wasn't satisfied with what was available befor I started - it's nice for relaxing too. :)
