@Kev you can probably use the original Star Wars Clone Commandos SNPC's from VJ base as-well, a base. Though I've never modded, so I don't know how making a mod would work.

well, your gonna need the playermodels pack for the server for player models instead of npc models

The two teams of commandos had the same equipment. The only difference were their markings. Look up "Shadow Omega Squad", and you'll see black commandos just like these.

it sems more phase 1 are planned for the future, but not sure how soon. Feel free to check out the trello page to check for updates

You are doing awesome stuff my man, me and and my friends are big fans and have practically subscibed to all of your content, may I suggest more phase 1 clone trooper models? that would be great, or more republic commandos, thanks for your time! :)
