I don't know what the 0, 1, 5 and 12 at the begining of each line mean, I asume it has something to do with load order, but I seriosuly don't know how to change that manually (they aren't in the order I suscribed to them).
Hope this helps to solve this issue, I really like the idea behind the mod, I'd love to be able to see storm dragons (the obsidian ones are there). :)
It's the Dragon mod that adds some buildings, unlocks Bone and Obsidian Wyverns/Dragons, and adds a Faerie Wyvern/Dragon.
What happens is that your dragon/wyvern show up in the Tome of Wonders, the buildings can be built, but no units show up in the build menu.
For the time being, I'm going to use your mod instead out of preference :), but if the other author were so inclined, maybe a patch could be made to use both?

Lore wise the blue dragon (lightning / storm) is indeed a support dragon. I assumed that´s why the developers did not include one, as one of this who is clearly not a warrior wyrm, will not be around a land in war.
So, it is a glass cannon. Shock damage is less resisted, therefore needs to be weak to the most common type. It does have tools to make up for it. It can fire even if engaged to avoid direct exchange of blows, can phase and sprint to abuse their breath attack, can clear obstacles for your army and in general be safe. It does has the distinction of being able to take on the Eldritch Horror. No other T4 unit can claim the same.
