Maybe You Could make a Map In a desert and Have the town be Like a Afghanistan / syrian village. And then maybe Have Another smaller town nearby with a large border seperating them For Like Police and Swat to manage.

Shena, go into the console and type "nav_generate". It will take around 15-45 minutes for the process to complete depending on the map, but it should make the map fully ready for NPC battles and stuff.
