I'll comment again after I reinstall gmod and all of my addons, I think I installed an addon once, but didn't properly uninstall, so it messed up with some lightning effects.

Yeah, I tested it out myself at the end, and it does light up the surroundings but only the portions of the fire that make contact with a surface, the stream itself doesn't light up though, not sure if it is like that or I have issues on my side
