If you made an Overwatch item and wanted it in this collection, you'd have to submit it to be judged. If our three judges rate the item to be of a high enough quality, it would get in.

The fact that the collection was created as a group project of several well-known workshop artists, the quality of the items adhere to a certain standard, and anyone who creates a quality Overwatch item can get that item in.

I don't get what's so official about this. Anyone can make a collection like this.
