Can you make a mod with changing flag?

I explain: this was the primary flag of nazi germany during peace times, the secondary flag for peace times was the flag of the german empire (1871-1918), but there was the nazi germany's war flag that is the glassic one of vanilla game, so, can you make a mod where germany has this mod's flag if it isn't at war with anyone (definitely that won't happen so often) and the vanilla's one when it is at war
