But I'm a total noob at this so I don't think I could create a paralyze effect without learning Papyrus.

(the original Ancient Greek version did, which is why Alexander the Great wore the prop after invading the City of Troy, believing it would do that). No of course not, but a paralyze spell might.

The Aegis doesn't turn people into stone. I don't see a way that I could add that kind of effect to an item, especially a shield.
