Go to Main Menu -> Modify League -> Modified -> "England | English Football League" -> Continue -> Change Teams -> Drag "Newcastle United" to whatever league you want to start in.
There's no need to edit the players as that happens automatic with whatever league you place your team in. So if you place them on the bottom you will start with the worst players in the country.
Good luck getting The Magpies back up to the Premier League!

Until you asked I did not know that when you pick a team in a "Sandbox Mode"-mod (over 68 teams) it starts in the team's current league (like in FM) and not in the lowest league as usual. I passed the idea forward to the developer to maybe let you choose whether you want to start in the current league or fresh in the lowest league when picking your favourite team.

If you would like I can replace Crewe Alexandra with AFC Wimbledon as they're in a higher divison anyway.

And if you want to have real logos for teams from other leagues you need to download modpacks for the other leagues aswell.
