I'm wondering because if it adds it to the tile passively, it could make maria a very good civ for cultural victories. Get a religion with monasteries, and make wine tiles into sources of tourism. The amount of happiness you will get from all the luxuries and from your UA will result in a massive happiness level- that can be poured into order tenets for a nice large boost to tourism. The cacador can eliminate any cultured civs that get in your way.
And I'm not going to make her naval based, that's like João's entire thing (Which, btw, is not diplomatic. His kit is designed around you not having to be allied to city states to gain bonuses from them and that you should instead spend the gold you usually would waste in them to purchase buildings).
