Unfortunately, he's kinda stuck the way he is, the proportions hack was supposed to make him taller, but this was the best result i could get without the legs being too stiff, floaty, or even twisting

Any issues with the hands is mostly because of how different the Chief's first person arms are compared to Gmod's default first person arms, so i used a bit of a hacky 'proportions' method to try and get them to look as normal as possible despite the difference in size and shape, but it only half worked

should be able to do the hands. not similar to using gmod engine but with blender it's pretty simple using the halo 3 master chief mesh
