If I could make any suggestion it would be to make the 2 plant admin offices only level 1 offices. Level 3 offices are very fussy and don't often like being in industrial areas.

@creepyeyes, of course you can use it just like unicue building, as I remember it unicue lvl2 or lvl3 with default stats.

Is there any reason beyond stats that I would need RICO to use this? I honestly have no interest in installing the RICO mod but would be perfectly happy to place this in my city as a unique building just for the aesthetics.
