Any downloaded Character Mod is only available in the Local Mulitplayer mode (so not Daily Challenge or Online).
Other than that, maybe just unsubscribe then re-subscribe, and check the "Mod Manager" in your game's menu to be sure the mod *does* have a check mark that it's turned on.
