Most possible a Mod Conflict.
Yes it's dlc compatible.
Seems not to be compatible with big Conversion Mods, which add their own big Tables for Difficulty.
I haven't Attila installed for a longer Time, because its just Abandon ware by CA and has terrible Performance...
should your mod not still work when in the correct load order though?
So you could just change the same Entries in ad1212.
Use rusted pack file manager.
Im sure in 2016 the 1212 was not yet a Thing...
I think the difficulty cause public penalties is ridiculous and isn't faired to players.
But sometimes it isn't work with saved-game. And the public order begin out of control, god damn it.

This Mod should work always, as those Tables never get changed.

Please check if You can...
Load it before Radious in the Game Launcher.
If that doesnt work, you have to mod Radious by yourself :/
A flat increase in public order penalty in accordance with difficulty level is a stupid and desperate move by CA.
Do that, i just checked the Mod again and it has to work...
Its the same, compatible.
