I actually found out the problem.

Apparently the addon, "Half Life 2+ SNPCS" has an npc named "Tactical Rebel" who looks exactly like the A.R.C Guards except different colored uniform and no mask. There was also a medic version who had a medic symbol on his arm.

Check what CSS player addons you might have installed. If so, uninstall them. Materials conflict.

Okay, so recalling from Security Guard Ben's comment, I have the same issue aswell. It goes for all the ARC guards and even the guards with the helmets.
