only problem i have noticed is that breaking up WRE makes diplomacy kind of wonky.
the diplo bonus for fighting Romans is multiplied by the number of puppet states
playing a campaign as the Saxons the germanic, slavic, and norse factions liked me so much that they each paid me an average of 5-10k to let them be my puppets
One of the problems with Rome is that the penalty the game creates for large empires. A faction with one city can easily field 2 or 3 armies. But Rome cant field 20 or 30 armies if it has 10 cities. Instead, its forced to march around with 3 or 5 armies, trying to protect 10 cities. Its just not feasible for the Roman AI. A vassalage system might remove that empire penalty the game imposes on Rome.
Look it up on google, if the Western Roman Empire was really a federation of smaller Roman States ruled by a weak centrel government. Didn't work out for the US before they had a stronger central government and the confederates.

It seems you have made all correct, EXCEPT the underpowered Iberian factions.
1)They don't have Very Heavy Melee Infantry as Italic, african, and gallic have.
2) They can't have a mounted General
3)No Archers!
4) Lacks many units compare to the others
Why,... why these lack of features to Hispanic factions?
