That sounds like a mod problem. The alternate mod launcher started the game. Have you seen this page? English again, I am afraid:

I tried alternative mod launcher 1.4.1
but when i play new game(new campaign), happen a problem.
it is opening bug (i guess).
New campaign -> Intro Video ( Gate crasher scene ) -> Suddenly Mission failed -> Ship inside screen(Digital Globe scene)
If you're using 2K's Launcher then it won't load mods made with the base game's SDK in WotC. Use a launcher that works:

It also works and it's fully compatible with other voice mods, even japanese ones.

I understand that it might not be enough for you, but for the vast majority of people it's plenty.
They could be screaming "Tally-ho Potato" for all I care, I'll still just assume that they're shouting something like "Aye, sir!" when I give them a command.
So basically, we're all very impressed that you can speak a little bit of Japanese. Well done. Please understand that no one else cares, and getting pissed off at someone else's hard work (that you are not obliged to use - and is free) is actually pretty mean-spirited.
It's the same if you'd take some English sample-voices and just randomly added them to some action, the only difference being that you too would understand it now. I get that when you don't understand what they say you might think they scream something that might make sense in context, but...why should they scream in the first place when you send them to walk somewhere? :x
Most of the time I'm deeply embarrassed that I only speak English with even a slight degree of competence. Then I play XCOM 2 with voice packs and I'm relieved.
