<MinAreaSize> needs to be set to '10' in order for the wonder to not be buildable in cities located on lakes. This is something I have also misunderstood for quite some time, but the excellent William Howard recently explained how it actually works. Compare to the game's own usage in the base xml files and you will find that Lighthouses, Harbors, Seaports, Great Lighthouse, and Sydney Opera House all use '10' for <MinArea Size>. Also see here http://forums.civfanatics.com/showpost.php?p=13203139&postcount=20 where I have recently updated the info to include correct information. Previously is just said "I dunno, I don't understand what it is for".
