Try using the setsoldierstatus console command from my morale mod.
My problem is kind of different, I had done the AWC removal and rebuild method, and although it freed up the retraining slot, my soldier can't be sent on missions or retrained at the AWC. Still no solution to the problem sadly. I don't think it's a fault of the mod though, may launcher may or may not have failed to load the mod across sessions and at some point the soldier may have completed the training without the mod activated.

Oh well, it is a bit sad that I have to give up on that save, though I need to start anyway when the expansion, in the most likely scenario, hits.
The only other mod I had was "ChooseMyContinentalBonus", which I think is also a minimal mod that really does not change that much in coding or saves. So I do find it rather intriguing that loading that save was crashing the game.
The only other possible explanation I can think of is that the PCS bug, which they fixed in the latest patch, did happen in that save, so perhaps that is causing the problem?
because this isn't a mod that stores any data in the save.
I was able to load a save from before the DLC that does not have any mod loaded, whereas the game crashed when I loaded a save with it. I am curious if there is a way to salvage my old save, or there is no point.
I have not tested if it works with the new patch though.

I'm rerolling a Colonel and although the AWC skill pop up doesn't appear after the first time, I am getting a new skill every time I put a soldier through AWC retraining. Kill zone... lightning reflexes... deadeye... and so on.
Maybe if you reroll a non-colonel, their new skill might be rerolled to a rank higher than the soldier currently is?
couldn't reproduce your report, in my test the reroll still worked fine.
lets wait a few days for the patch to cool down, there might be something going on for a lot of users that just isn't happening for me.
Changed the mod to no longer reroll non-crossclasseligible perks. Which should prevent rerolling of skills from theleader pack.
I mean, it's clearly because the long war leadership mod implements their leaderperks by adding them into the AWC perk pool instead of creating their own independent perk pool.
In which case, is it really my mod's job to determine whether or not another mod uses the AWC perk pool in that fashion?
Same problem here. I use the "Leadership"-mod from the Longwar guys and rerolled my Sniper/Leader, a Major - he lost all leadership perks and got 4 AWCs perks instead.
This should be added by the autor as a known bug / problem.
Only way to do that is to either merge the mods, or make a version of ATR that doesn't require an override. So I probably won't bother for now, If I'm going to take time to remake a rookie-catch-up-mod, I'll spend that time making my own take on it, not someone else's take on it.

Two mods(awc rerolll, Advanced Training Regimen) are good mods.

So, if you use this mod with the Leader Pack, be aware that the AWC may re-roll your leaders' leadership perks, not just the intended AWC perks. It's advised that you make your leaders AFTER you have already re-rolled your AWC perk for that shooter to your liking so you don't end up loosing out on the Leader perks.

Apparently, some of my deleted mods still had overrides in the mydoc's engine.ini file. Once I cleared out all of the mod overrides, loaded the game with just AWC reroll, checked the mydoc's engine.ini file to see that it overrided properly and then loaded in the rest of my mods, it started to work like a charm.
Only other mods I have are EvacAll, NoTimers, NoAvatarProject, True Retroactive AWC. All of which are working.

I have quite a few mods running concurrently so had quite a few files to go through; none XComEngine.ini files have explicit overrides to ..._HeadquarrtersOrder but I noticed that Advent Sniper and Avatar Project Reworked mods have full Src/XComGame/Classes file packages, don't know if that's intended or left over by mistake. Maybe one of these overrides somehow.
then look through all of them for any that override XComGameStateContext_HeadquartersOrder
