are u sure? this mod is pretty outdated, but still works for me
btw I wana say thank you for this bot, it is awsome
when i reach level 15+, i find at least 1 item per merchant from this mod
and to find, for example, ring of twin souls, i spended almost 2 hours visiting various shops
so nope
and if u are considering its cheats - dont use it, its simple
u spent some time to find items u need, and after - u are became pretty strong
my dude is 100% immune to magic shouts and maybe even poison... not that im complaining
So it's up to you whether you want to update it or not :) There's nothing essential in the update.

IIRC there's no lower level limit, so even a level 1 character can find them.
Try Radiant Raiment, that's the best place to find them.
When I tested the mod with a relatively low-level character, the enchantments were turning up immediately in merchant inventories (I have Overstocked Merchants). You're not the first to report a problem with them being too rare, though. I already made some changes to try and ensure that they still turn up at higher levels... Looks like I need to do a bit more testing with high level characters, maybe it's not that which is the cause of peoples' troubles. The levelled-lists system used by the TES games makes it REALLY hard to fine-tune drop chances.
BTW I wanted them to be a little bit rare, to provide more motivation for adventuring, and more satisfaction when one of them turns up :)
You can check that the items are in the game by using the console to give them to yourself. Type 'help "{perk name}"' at the console (e.g. 'help "twin souls"') and in the list that comes up you should see "Ring of {perk name}" with an 8-digit code next to it which looks something like "F00DB821". Then type 'player.additem {that code} 1' (e.g. 'player.additem F00DB821 1') and it should give you a copy of the ring.
Have you got the "overstocked merchants" mod? I have that mod and see them for sale quite often, even though that mod only about doubles the merchants' inventory size. I recommend that mod anyway.
Also what level is your character? In theory these items should show up at any level past about 5, but maybe there's something weird going on which makes them super rare at a high level, even though I tried to stop that happening.
