Or just subscribe to "Allow For Larger Squads" which does that for you..
Worth reporting to the Highlander guys (preferably via a Github Issue). They'd probably appreciate a launch.log after a crash and a save file (if you can use Remove Missing Mods to trim it to the essentials for crash replication).
This'd probably be better on the Highlander page. But, yeah, deleting the base game INIs from the WoTC My Games folder could help. Also ensure you've removed the semi-colon from that line in the Highlander XComGame.ini.

Feature is now in WOTC Highlander
IIRC it's the extra length of one side of the square. So 3 + 2 = 5x5 by default, 25 soldiers.

we can all wait a bit and only use 8 or less soldiers tops until that happens.
