I think what he was trying to say is every property about a regular Reactor (except size, of course) is 25 times the origianl property.

yes, you can put small reactor for big starship:
original 15 Mw, and x10 150 Mw
but if select big reactor for big starship the power is
300Mw eriginal and 3Gw.

the normal reactor power is 300 Mw and x10 is 3000 Mw
the cost for build in materials is x10
the model is the same as original but the icon for select is changed for no confusin
