Along with adding new lines in the XcomContent.ini that have the lines for SparkSoldier as suggested below in the pastebin link from @Just Like a Metaphor, I've made a separate edit that allows the voices to show up on standard soldiers, RPGO soldiers, and MEC units!!

The past edit will not work for SPARKs in WotC. You do not need this edit to use with normal soldiers.
I believe you can assign them to human troopers but they're not set-up for SPARKs, I think the last update was before the release of Shen's Last Gift
You can manually update the INIs for SPARKs, scroll down a bit in this Discussion thread.

@Legion Prime - I could try, I've already made Advent Voices for regular soldiers, mecs shouldn't be much different. But again, no promises from me for now :D
Unfortunately, it seems that all mods get loaded into RAM by XCOM, which means even on beefy PCs (i have 16GB ram) one has to be selective regarding which voice packs to go with, and this one being so huge i might need to give a miss :(
