Download a voice vpk

Empty this folder
left4dead2\sound\player\survivor\voice
left4dead2_dlc1\sound\player\survivor\voice
left4dead2_dlc2\sound\player\survivor\voice
left4dead2_dlc3\sound\player\survivor\voice

Extract the contents of the voice vpk file to the voice folder

Run Left 4 Dead 2 and use the snd_rebuildaudiocache command
