USSR killed at least 5 millions of it's own people, not to mention mass murders in other nations and hard-to-measure consequences of helping Hitler start the WWII. So it's only natural, that any fan of this f***ed up state would live in denial and attack all other nations instead of facing the cruel reality.

Thanks for fixing the issue. I disabled it for a bit because I wanted a bit more variety in my soldier pool so I'm glad I can re-enable it. Although in my Legend playthrough it was pretty cool to go up against the hardest guys with a soviet army as well as Boris.

Updated - Fixed the probability issue, Soviet soldiers should now be rare. Also added Russian and German localization support.
