If they work, but the skin number 10 and 11 only see the smg with black and gray colors

What do you mean ? It totally works. Maybe you can check for errors in the console. It presumably a missing texture. Does other skins works?

CTRL + I to import your .png, then CTRL + S to save your vtf.
I forgot to mention that you have to flip the png upside down before.

I downloaded VTFedit but I'm not sure where I have to convert the image.

In the future, but not anytime soon. If you desperatly want the blu texture, go to my site: http://weapons.tf/index2048.html and download the texture, convert it with vtfedit an give it this name:

\common\SourceFilmmaker\game\usermod\materials\models\weapons\c_models\c_smg\factory_new\powerhouse_smg_lowprofile.vtf
