It is the High Dynamic Range, a technology that compensates the brightness to simulate the eye sensitivity to light.

It actually fixes any map that has bad HDR settings. You can also disable the High Dynamic Range in your game settings if you play these maps alone.

Oops dude, I misread. It lowers the FPS in the case I mentioned.
Otherwise there is no really noticeable difference.

Yes it does, if the HDR is enabled in the game but disabled by the addon's setting.

It's totally expected, do not worry. It happens when mat_hdr_nospecular is "0".
