I see the file in my views folder in Explorer, but not in-game. Why is this? I have tried re-downloading and restarting the game several times.

It's not a filter its a view. Click the dropdown in the middle beside the number of players found (on my image it says "Scouting Stats Overview") highlight custom then click import and select "Scouting Stats Overview" and load it.

I've added another image that shows it more clearly.
