I'm not entirely sure what the question is. If the addon isn't downloading, try verifying your game cache or unsubscribing, then re-subscribing.

The guns used on the Artemis-30 are the 30mm Rheinmetall RMK 30, the Marksman uses Oerlikon 35mm guns.

Just look up a blender rigging tutorial. There's bound to be plenty of them around.

Scroll to the bottom on the left hand side, look for the "addons" folder, expand it, then look for the name of this addon.

It's just a ground prop someone released on Facepunch a long time ago, I don't have any working links to it anymore.

You could try asking on FP if there's still a link to it anywhere. There's a thread for asking about old model packs with broken links in the modeling section.

Probably not. They're just slightly edited and reskinned versions of Simkas' Soviets, though.

I upload these things because I enjoy working on them and a lot of other people seem to enjoy using them. They're useful for making screenshots and posing with like Gryphus said.
