I understand the purpose, just not what exactly it classes as.

It is used by a military, but it's not an AFV, IFV or APC because it's unarmored and lacks any weaponry. I think "tractor" or "utility vehicle" are probably the closest classifications that fit.

Simply its machine what using Russians to transport on mountains, Literally its military vehicle, but its also used by red cross on mountains to save peoples.

I did some more digging, and apparrently it's known as a GT-SM in Russian military terminology and classified as a "tracked transport vehicle." The GAZ-71 is the civilian version.

I think its an amphibious vehicle like the BMP APC models.
