That should've been fixed in this update, not sure what to say. Reinstall it, make sure no addons are conflicting?

This is because Clockwork (Serious roleplay base) makes it so that if you want a door to be Combine only, you have to make it start locked. To fix this, just look at any door or button, and type in console "ent_fire !picker unlock"
