Try reinstall addon
Go to "Steam\SteamApps\common\GarrysMod\garrysmod\addons", in folder find "enhanced_widowmaker.gma" or something like that and delete file. Launch Gmod - game will redownload deleted addon if you still subscribed.

It's just model for scenes. And no, you don't need Team Fortress 2 for textures, they already included
