If you don't have CS: S mounted, it won't work. You need to manually install the mod by extracting the gma and placing the files in the materials folder appropriately. It's not actually that hard if you have all the stuff to do it, which is literally everyone because it comes standard with the installation of Gmod. However, you can download GAC to make it even easier.
