@TheRealFrogMan: should work as long as you have the latest version of the tools and follow the guides above.
The goal of all this is basically reducing bloat when redistributing mods. If you check the test at http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=570668616 , it does not include any assets at all, just the map.
(Now, a Penumbra hi-res asset pack... THAT would be awesome, ;D)
