@Zombie, the Combine soldiers are modified humans, they undergo surgery to make them faster and stronger, like the Combine synth weapons or whatever they are. In return, the soldiers get added benefits such as more food, permissions etc if they undergo treatment to be promoted from a Metro-cop to a soldier. The Metro-cops are regular people, civilians who joined the Metro-cop forces or whatever its called.
