Hi Slipknottin, there definitely is a way to do it. Give me a few hours to make a little help image to show how I ensure the pavilions all spawn in one point, all together, and to address your very good questions. :)
I have only done one beach building so far, interestingly it does show up even without a prerequisite level 1. But anyway I will address that in the instructions image.

Also, like your beach bar, its tourism specialized, but its level 2, Im not sure you can level up tourism themed zones. So how could i get that asset to spawn?

As much as I love this collection, there does not seem to be a way to use all the assets together in one area. The Theme Manager mod you can select them all, but then there is no way to also select leisure/tourism. And apparently, even with theme manager enabled and all your buildings selected, it will still only spawn which commercial area they belong in, whether general, leisure, or tourism

Thanks Captain-NO! I thought at first maybe to tel you that it's better off in Vegas or Florida if you have that kind of collection, and then I realized this is also now found in New York. It's taking over :D
