You need to use the ragdolls included in the addon, not the regular ones in the TF2 section of the Spawnmenu.

Let me try to compare. These animations originated from the SFM Workshop where they're able to add animations to ragdolls in the program. Garry's Mod can't do that, so I tacked the animations onto new ragdolls, which are in this addon. People can use an animation tool like the one listed to use these ragdolls and create the walking animation, which can be useful for posing and/or videos.

That's because you didn't read the description. You need to use the ragdolls in this pack in your Addons menu.
Basically I took the animation files, decompiled the mercenaries, then recompiled them with the new animation attached. Can't remember the entire process since it's been a while.
