High quality means it has a larger radius greater impact on happiness in it's radius.

All of your elementary/high school assets have a descriptor like "low quality education" or "high wuality" and I'm not 100% sure what this means? I thought that education was a straightforward "go to school, congrats you're educated now" business. Is there some hidden factor I don't know about? I tried looking it up, but nowhere online does it mention there being variable education quality in this game....
