Its just an effects with static box of material that looks like rain.
You can find this Effects in Addons section. Search for the same name as addon.
Be careful they can be not visible if you will put them way to much in ground.

The effect is a little low res and it's double layered, a little hard to use but I got it to work regardless.

This addon is a prop/effect that is meant for scenebuilds and whatnot. If you pose a guy looking out a window and want rain to come down, Then you use the prop/effect and you have a not-moving thing of rain. It is not meant for you to use it like a fog effect and whatnot. If you want to make animations with this rain, You can easily use the animation tool addon and move the rain for a couple frames and make a gif out of it.

Just want people to know.

For everyone that's confused; This addon is probably meant to be used for scenebuild, and for that it works very well. It's meant to simulate rain in a screenshot and not to be used in something you're going to be playing the game with.
