By go looking neurotec base part 1 there is someone that reuploaded it onto the steam workshop.

To clear up the comments, This works but the Neurotec (not micro) part 1 base was taken off the workshop for a reason I forget. Either way you will have to go looking for Neurotec base part 1 as that is the only way to get this to work. Without it you won't have the correct textures or scripts to run this properly and it is worth it in every way.

@frank, 1: https://www.youtube.com/watch?v=-otop-kShUo&feature=youtu.be this is a link to a youtube video telling you how to install the github version of neurotec and where it is located. 2: cosmos isnt lazy, he deleted it because " Due to the workshop policies stating that at any time valve can claim ownership of whatever you put on the workshop and there is nothing you can do." Hope this helps.
