Which one takes effect will depend on your load order.
However, mine changes more than just the city guards (Some mercenary factions get a bit more badass, things like that) so, if Guards Diversified doesn't change them, this Mod would still be required if you wanted their Guards and my mercenary outfits.
TL;DR Shouldn't cause crashes, might be pointless having both.
It may take a few in-game days/weeks to kick in if you're using an existing save.
To get round this you can manually reset the guards.
Should probably save first
Open the console (The Tilde key [Next to 1]), click on a guard so it shows a number on screen and type
resurrect
Then close the console
I got a few naked guards and I think I've fixed the problem...

The guards should wear similar outfits throughout the CW quest chain. There are minor changes like the Whiterun Guards should wear the Stormcloak blue if you side with Ulfric for The Battle of Whiterun, but they should still have no helmet and the Nordic Steel boots and gauntlets...
I haven't actually tested it myself and probably won't... At least for a while.
I'll look into it, probably keep the general themes of the outfits but make them a bit more Imperial or Stormcloak somehow.

I make these mods because they're things I want to use and I'm only uploading them 'cos a friend said I should... So I did.
I absolutely recommend downloading the Creation Kit yourself and making things you like. There's a lot of tutorials on youtube and there's an entire website to reference. It's very simple to make changes like this.

or maybe make an alternate version which has guards with helmets, so you can please both ends of the spectrum
I generally don't like any of the full face helmet's, that's why there aren't any of the full guard helmets anymore.
