i removed the files but the bug is still there even though restarted steam

You need put files to garrysmod\addons folder. If you have this Steam bug, try restart Steam.

You send folder from zip to common\GarrysMod\garrysmod\addons and install Extended Spawnmenu from Steam Workshop, this addon can help you see mods in "addons
folders.

Not aprove to reupload on Steam Workshop or DeviantArt. But of course - you can use this to pictures on any site.
