you can Extract the GMA File and edit it.
How to Extract:
-Open the GMA file using gmod.exe
(gmod.exe is in GarrysMod/bin)

I think that the admin should be able to enable/disable SWEP.AdminOnly. You could add this [docs.google.com] to SWEP.Think for all of them.
