At first, the car can be frustrating. Understeers, oversteers, spins, pushes, it does all of the wrong things. So, first, adjust the setup so that it suits you. I noticed that the brakes are too sensitive for my heavy and sloppy braking so I reduced the pressure to 94. The camber is usually extremely negative. Too far negative for most tracks. So, I change this while watching the tire temperatures. Lastly, adjust tire pressures.
With the above and, as someone else mentioned prior, drive smoothly and you'll be rewarded. Speed will come the smoother you become. Oh, I almost forgot, this car does not DOES NOT hook up until the tires warm up. There are two versions of the car, I believe. One has selectable tires and another doesn't. I prefer the former for I run the slicks unless it is raining.

FYI. The real-life skippy does have throttle-off oversteer, but not to this degree. And it PUSHES when you step on the gas, not spins. That's why you can steer it with the throttle, off and it turns, on and it goes straight. This car just gets loose, on, off, or otherwise. Even with downforce. Too bad. Could be a really great car.
