Alright, we need the definitive answer:
Is this a reference to Undertale? Is one of the sprites a reference to Papyrus? Because I'm betting yes.

Its a damn shame its quite hard to read and half of the charm/detail is lost when you're a few steps away from the effect

might have worked best as a taunt effect, rather than as a hat.
