My version is meant to represent the Cardassians after the events of DS9, having granted it's power entirely to it's Detapa Council to represent "the people" and attempt to rebuild the Cardassian Union as a fair but vigilant society that is wary of being oppressed by a tyranical and out-of-control government and millitary and manipulated by insidious infiltrators like The Founders
