That is not the fault of this mod, at least not by itself. It is possible you have a mod conflict.
Almost like you didn't read the description, whatsoever
Long ago, the four nations lived together in harmony. Then everything changed when the dragons attacked. Only the Dragonborn, master of all four elements, could stop them. But when the world needed him most, he vanished. A hundred years passed and my brother and I discovered the new Dragonborn, a mage, and although his sorcery skills are great, he still has a lot to learn before he's ready to save anyone.

Spell and Enchantment Acquisition
Spell Tomes for the new spells can be purchased from any merchant that normally sells destruction spell tomes. Faralda at the College of Winterhold carries all of the new spells as long as your character's destruction skill is high enough. Weapons with the new enchantments have a chance to be sold by blacksmiths or they can be acquired as loot from enemies. Items are leveled, so characters at low level won't be able to get the new higher level spells until they increase their destruction skill, just like the vanilla spells. Staffs for some of the elemental spells can also be obtained as loot. The master level spells require that you complete the Destruction Ritual Spell quest (given by Faralda once your character reaches a destruction skill level of 100) before they will be made available for purchase.
P.S If you CAN (don't know how hard it would be) do it I would definatly download. This may be the closest thing to it but not to sound rude, I would like it more then this.
That's because earth spells are marked as fire, water as frost, and wind as shock spells so that they can benefit from the vanilla perks. The perk version of this mod doesn't have that problem because the new spells have their own custom keywords.
Augmented Frost boosts water spells, Augmented Shock boosts wind spells, and Augmented Flame boosts earth spells.
