I attempted to follow eric.tian's instructions, but the game seemed to simply overwrite the changes. I am using Linux these days so there might be a difference there, but I rather doubt it.
To install properly, clean install the game and wipe the MODS folder at
Documents\My Games\Sid Meier's Civilization 5\MODS
Start up the game and enter the mod menu, wait for any mods to download and unpack themselves.
Then download the zip file here:

and unzip the contents into the MODS folder. Replace any file overlaps and delete any file in the MODS folder that ends with the extension .civ5mod.
If you are running into this issue, please follow the instructions below, and post the contents of your database.log to Pastebin or a similar site so I can see it.

On a scale of one to ten, how daunting a task d'you think it'd be to make a BalanceGoldPrime++ version of the Neptunia civs? That is, assuming you don't mind my attempt to do so, and with the knowledge that I have zero knowledge of what goes into this (so I'd basically have to learn the basics from scratch to do it).
No plans to make any more Neptunia civs for Civ 5...or Civ 6, for that matter. I was beaten to the punch and I don't want a dozen different Planeptunes for VI like there are here.
